Job Description:

The Subcontracts Administrator supports the full lifecycle administration of subcontracts under U.S. Government prime contracts in a CPSR-compliant purchasing environment. This role is responsible for ensuring subcontract actions are properly competed, documented, negotiated, awarded, and administered in accordance with FAR, DFARS, company policies, and purchasing system procedures.

 

The ideal candidate has 1–3 years of direct subcontract administration experience within a federal government contracting environment and demonstrates strong documentation discipline, compliance awareness, audit readiness, and experience working in Deltek Costpoint.


Responsibilities

  • Administer subcontracts from proposal support through closeout in compliance with FAR, DFARS, company purchasing procedures, and CPSR requirements.
  • Prepare and issue Requests for Proposal (RFPs), evaluate proposals, and document competitive decision rationale.
  • Perform and document price and/or cost analysis in accordance with FAR 15.404 requirements.
  • Support fact-finding and negotiations; prepare negotiation memoranda and price reasonableness determinations.
  • Draft and issue subcontract agreements and modifications, ensuring proper FAR/DFARS flowdowns and prime contract requirements are incorporated.
  • Maintain complete, organized, and audit-ready subcontract files in accordance with CPSR standards.
  • Process and manage subcontract setup, modifications, and funding actions within Deltek Costpoint.
  • Support consent-to-subcontract packages when required.
  • Monitor subcontract funding, period of performance, deliverables, and invoice review coordination.
  • Coordinate with Program Management, Contracts, Pricing, Finance, and Legal to ensure subcontract compliance and proper system documentation.
  • Assist with small business subcontracting compliance and reporting requirements (including eSRS support as applicable).
  • Support subcontract closeout activities, including final invoice review, deobligation of excess funds, and documentation retention.
  • Participate in internal reviews and support DCMA CPSR audits as needed.

Qualifications

  • Bachelor’s degree in Business, Supply Chain, Contracts, Finance, or related discipline (or equivalent experience).
  • 1–3 years of direct subcontract administration experience supporting U.S. Government prime contracts.
  • Working knowledge of FAR and DFARS regulations, particularly Parts 15 and 44.
  • Experience preparing price/cost analysis documentation and maintaining compliant subcontract files.
  • Experience using Deltek Costpoint for subcontract setup and administration.
  • Understanding of competitive procurement practices and sole source justification requirements.
  • Strong organizational skills and attention to documentation detail.
  • Proficiency in Microsoft Office (especially Excel and Word).
  • Ability to manage multiple procurements in a deadline-driven environment.
